Legislation aiming to extend California's maximum $10,000 new home buyer tax credit to several thousand more buyers has stalled, failing to pass during a weekend rush to adjournment by the state Legislature.

At the end of the second quarter, about 23% of single-family homes with mortgages were "underwater," with owners owing more on their homes than they are worth, according to Zillow.com. And analysts for at least one major bank expect that share to rise as the housing market bottoms out in some areas.

Investor buyers are back and help explain some of the resurgence in sales seen in many markets. Investor sales now constitute nearly 26 percent of total sales in the 53 markets where Inman tracks this statistic, which is higher than the peak of 24 percent in 2005-2006 and a considerable rise from just 21 percent in Q3 2008.
